As I discovered, the Lightning event can be a little confusing. So, here's a guide to help out.
FAQ:
Can I still get parcels if I complete the first quest?
Yes. You can go back and grind for more parcels.
Can I still complete the first quest when the second quest is unlocked?
Yes. You can even wait until the fourth quest unlocks to do the entire questline. Just know you have until 12/9 to complete the quests, as that's when the event ends.
How many weapons can I get?
All of them. Yes, really.

Quest IChapter 1: For the Winsome
Required Level: 12 or above
Quest Prerequisites: None
Quest Location: Limsa Lominsa Lower Decks - Peter Winsome
Listen up, here is how it works!
Go down to the area shown on the map above and talk to our good friend Peter Winsome, who seems to be a fan of those flashy Post-Calamity tights.
After talking to him, your mission is now to seek out one of several FATES, in which Lightning will periodically appear, and gather an otherworldly parcel.
The one I've been doing is in Middle La Noscea (15,12) called Sister Crustacean, which spawns a shitload of giant enemy crabs. Here's the trick: if Lightning does not appear in the FATE, you will not earn any parcels from completing the FATE. You will know Lightning is there if you listen to the music (it'll play the battle theme from FFXIII), and the Font for the messages will be the same as in FFXIII. Lightning might also say a few things.
If Lightning -is- there, your job is to score a Gold on the FATE. Scoring Gold will net you two Otherworldly Parcels. Return to our friend Peter Winsome, and hand in one of the parcels. This will net you the Event gloves.Â
You will notice there is a vendor next to Winsome. This vendor trades Otherworldly Parcels for Event weapons. If you got Gold on the event, you should have 1 Parcel remaining (you have to give one up to Winsome), so there's your first weapon. You can then go back to the FATE and grind for more parcels, if you wish, and grab every single weapon (which is what I'm doing right now~).Â
Just know the grinding process is bullshit, and remember that Lightning doesn't appear every time the FATE pops.

Required Level: 26 or above
Quest Prerequisites: Complete "For the Winsome"
Quest Location: Uldah, Steps of Nald - Dural Tharal
Our next stop is at Ul'Dah. Head to the location marked on the map and speak to the Lalafell Dural Tharal to learn that Lightning has been spotted in Thanalan. And not just that, but apparently, she's going after some kind of "Nightmare-Inducing Beast."
Joy.
Unlike the last quest which had you going to two normal FATEs and praying Lightning would show up, we're actually looking for a FATE exclusive to this event, called "Lightning Strikes - Armored Beast."
FATE Locations:
*Eastern Thanalan (28, 16)
*Southern Thanalan (20, 11)
Once you reach your destination, you'll have to play the waiting game. Everyone I talked to has no idea what the timers are on this FATE, so expect to be left in the dark until suddenly-WHAM!
Like before, your goal here is to score a Gold rating. This is ridiculously easy, as Armored Beast will quickly get swarmed by the bee-hive of players that have been camping his spawn location for close to an hour. No threat whatsoever.
After completing the FATE, Lightning will get all cryptic on us and mention how she should have disappeared after that fight. Then she'll opt to chill out for a little bit. This isn't really important, but if you're interested in the lore of this event, I'd be paying attention.
Anyways, return to Ul'Dah and hand over the Strange Otherworldly Parcel you obtained. And inside is none other than your new pair of Event Pants/Skirt. Ah the gift of pants...

Quest Prerequisites:Â Complete "Seeking the Scoop"
Quest Location:Â Old Gridania - Kipih Jakkya
Proceed to the location marked on the map and speak with Kipih Jakkya, yet another reporter dying to learn about our Gunblade-toting friend. Once more we must throw ourselves into the wild to gather evidence.
Today, we'll be heading to Coerthas, to help Lightning in another FATE distinct to this event, called Lightning Strikes - Dead on Arrival.
Fate Locations:
*Coerthas Central Highlands(15, 20)
*Coerthas Central Highlands (31, 7)
After waiting a bit, an automaton by the name of The Clockwork Dreadnought will rear its ugly head. This guy is a big'n, and on top of that, he casts Stoneshield, prolonging the fight, and allowing more players to join in before he inevitably kicks the bucket. Aside from this, nothing too spectacular about this guy, save that he's level 38 and therefore beefier than the Armored Beast.
After defeating him and getting a Gold ranking, you'll receive a Simple Otherworldly Parcel. Upon turning it in to Kipih Jakkya, you'll get a cutscene with more exposition. Afterwards, you'll receive your pair of Event boots.

Chapter 4: Wonder and Lightning
Required Level:Â 45 or above
Quest Prerequisites:Â Complete "The Knight's Passage"
Quest Location:Â Old Gridania - Kipih Jakkya
Here it is folks. The last quest.
Once more, head to Kipih Jakkya to start the quest. This time, we're heading to Mor Dhona to look for our event-specific FATE: Lightning Strikes -Anubys Assault. Also, you may want to pay attention to what Kipih says: it explains some things in Lightning Returns: Final Fantasy XIII.
Fate Locations:
*Mor Dhona (26, 12)
*Mor Dhona (33, 11)
Not much to this one. A bunch of Anubys (Anubei? Anubyses?) spawn and you have to slaughter the lot of them. Nothing too difficult, and fittingly so, as they're not the real challenge. After defeating the Anubys horde, Lightning will speak a few lines, and another FATE will begin: On Wings of Chaos. Anyone who has played FFXIII-2 will know just from the name what this means we're fighting.
We meet again, Chaos Bahamut. Never fear, though, as Lightning's response to this intimidating beast is to summon her Eidolon, Odin! That's right, you're fighting Bahamut next to Lightning and Odin. Can it possibly get any more badass?
Aspect of Chaos/Chaos Bahamut is nothing more than a sack of meat you beat the juice out of. He has a few AoEs, but if you have even so much as 1 healer, you'll be fine simply standing still and firing off attacks. A Gold rating is pretty much guaranteed.
Upon beating the event you will receive a Stunning Otherworldly Parcel. Return to Kipih and you'll be granted another expository cutscene, and of course, your last piece of Event armor.
Congratulations! You've finished the Event! Time to celebrate! And remember, you have until 12/9 to complete all 4 quests, so if you haven't done so, get to it. You have absolutely nothing to lose!Â
