I've ultimately elected to approach the matter in the same way Tolkien did: when referring to the races as a whole I capitalize ("The origins of the Miqo'te can be traced to the continent of Meracydia"), but when referring to the race as a descriptor I use undercase ("The five miqo'te children played with their ball of yarn").
