People without the echo or the blessing of light have slain primals before. With that being said, the ways in which they accomplished this were creative, and even then resulted in the loss of life and/or tempering of a great portion of the assaulting party.
Summoners are possible as well, you needn't be the personal slayer of the primal, just close enough to it when it was slain that you felt its aether wash over you and could attune to it.
In other words, the lore doesn't restrict you from being one outright, but if you want to play by the lore and be a summoner it does automatically decide some factors for your character.
Namely, the power-level of your character will be on the high-end. Your characters magic will usually draw attention and awe if not terror from the ill-informed. Finally, your character needs to be old enough and have had enough time to have reasonably mastered a highly complex ancient art as well as been there at the site of one or (multiple) of these slayings.
