I've seen one or two implied comments on other sites and a wiki or two that you only get the second level 1 skill for a job if it is your beginning job, otherwise you must get it through the guilds and their point system. I might be wrong, though. In fact, the more I look around the more positive I am wrong. Ah well. A friend to the end to depend on you can. I walk through the sea, swim through the sands.
