I'm confused do we need to re-apply for phase 4 or are people who did phase 3 included already for phase 4?

Phase 4 is also the open beta so there is no application to be getting in needed, it's open to anyone to try for 7 days. It should be here in a few weeks.

I think you still need to apply to get a code to link to your service account. That's if you weren't in a previous phase.
