Sadly housing is one of those things, that they're working on. They do want to do ' Instanced' housing, but they also I don't think have the server copacity to build thousands of 'extra houses' (Â and plots for them, since the plots & houses are two seperate entities.
 Yeah, you are kinda outta luck on Balmung. Might get lucky. But its RARE. Like getting a SLOT on Balmubng when its open for the 30 seconds it seems like it must be.

More wards for 3.3 was confirmed in Letters from the Producer LIVE XXVI

I hadn't heard of ward relocation. That means my hyp fc might be able to go to ishgard someday. :o and I would not have to buy a new house... So when people abandon plots in Goblet....
