Considering that Succor - the actual magic that White Mages draw from - is being monitored and restricted by the Elementals, I don't think it would be near as easy as you think it would be. Â Also, White Magic and Black Magic are described as anathema to one another.
Edited to Add: BTW, if I'm coming across as harsh, it's not intentional. The way they decided to structure the White Mage lore in this game is a serious sore point for me. I hate it.
