I entered many FATes to get the "you are below the recommended level" message for ones that shouldn't of been. I remember one clearly - I was lvl 12, doing a quest in that area, the map says that the FATE was lvl 14 and the mobs it spawn were lvl 10.  A few seems off in that regards.
