I almost never pre-order unless I know for a fact I'll enjoy it before the release even hits, no matter what happens.  Burned a lot of money on games I hardly play because of pre-ordering, so I try to fight the urge not to.  Then something like King of Fighters gets released on PC and I ignore that urge entirely.
