A lot of people have answered your question in better words than I can, but I like to have a set end-goal for the character while allowing others' RP to influence her direction. Jana gets further from her original goal with each new character she meets and becomes involved with, and she knows it IC. It makes playing her downward spiral fun since she's self-aware the entire ride.

It's very much a collaborative effort for me. I never really have any sort of... end point in mind for a character. My friends and I just kind of craft stuff mostly organically, sometimes deliberately creating characters to fit an idea building between us and sometimes just kinda throwing stuff until it sticks. I don't really have "Character X's Plot"; it's "our story", which makes sense to me, because if I wanted to just write a story about my character... well, why roleplay? XD We have plots, to be sure, but they're all interconnected and could bend at any moment depending on character actions.
