The issue is that once I click the "make wike" icon next to the " login" icon it say that I do not have permission to make a wiki page.

Once you're logged in, go to the "search" bar in the main wiki page and type your name. a page will pop up telling you that there is no page for that name yet, and will offer you to make one yourself.
I recommend looking into the "templates" section too to find and copy one of the existing templates offered by other RPers. To be an interesting, intriguing, well-written character, there needs to be something to allow the audience to relate to them. That is what the problem is with who wants their character to be "perfect". Perfect characters will never be strong, and strong characters will never be perfect, because WE (those who read, who watch, who RP) are not perfect.

Okay, that sounds a little more technical, and I'm not much into software stuff. My best guess is that it has to do with your browser, but I'm really just taking guesses. Hopefully someone more practiced with html and stuff can see the thread and answer^^;

Mmm, cookies.
Are you running a cookie blocker, AdBlock, NoScript, or something like that? The site needs to be able to put a cookie on your browser to keep track of the fact that you're logged in. If you're not running one of those things, and you've tried the usual stuff (clear history and cache, reload the page, etc.), let me know what browser you're using and I'll see if I can replicate the problem.
