If you want to go down the route of females being topless like males you could. Peeps would just have to use their imagination while having no top for said females, but not everyone is comfortable with that. Â
As for checking out female outfits, there's this nifty site that you can check out different gear. You can pick any race/gender. That should help you figure out what there is. Keep in mind you can't combind some gear with others, like DoH/DoL only with say, WAR only. -Shakes fist at SE-

I mean, if you really wanted to keep with the Gloom/special weather, instead of saying "haha they wanna bump uglies cause of x weather get them going"(that's how it came across) there could be a tradition that was ingrained in their cultural from years ago, like a frick ton of years ago where ya don't remember how it got start and if its true or not, where they go on a journey to said lands that have said weather and then make babies. I'm not sure if lore wise that could happen, cause Azim Steppe and the locations of the special weathers you chose are on the opposite side of the world. I also dunno what the timeline says as far as when the Au Ra traveled across the ocean. You might wanna do some digging and see about that. If it works, that could play into that "look at us" feel you want going for them, cause not only is it a long way to travel, but its dangerous. Or you can go with a cloudy night sky. It gets rid of all that "does this work" lore wise.
You could go for face paints/tattoo(it wont show in game, but imagination) if you wanted, or even dying hair. It could be combined with a main color of the tribe and a color from which is assigned to whatever weather they were born under. Its an option.
While it is possible for children to have a part of them that isn't like their parents, say blond, but both parents are brunet(maybe a grandparent was blond), I believe its rare. So yeah, it'd be unlikly. The representing would be a good way to go about that.

Yeah it was meant to come across as more of a tradition to encourage strength. I think I had too much fun with that explanation lol. It was more meant to depict the sight they see would signify strength to degrees. They see a significant weather, making their child at that time and then birthing to tell them something like "You were born of the chilled winds, cold though you may be, impenetrable is your body." Something to the degree of the sight of the wind depicting that they would be 10x more significant, sort've a self fulfilling prophecy in a way. Kinda like the Dotharl when they're reborn, they're told who they were in the previous life or who they look like they were to kinda shape their future to be strong. The fact is though, they don't actually truly get reborn, it's a belief that they embrace, that ends up fulfilling themselves by following the tradition rather than the initial birth making it XD. That's the lines I was going for with the concept if you catch my drift XD, not really just "welp, it's flashy outside, time to pull off the pants" lmao.
The way I kinda pictured it working according to them making it a tradition would be them unintentionally telling the children of their birth and a significant thing being beautiful or powerful looking across the sky, that alone gives the children a sense of enlightenment to aspire and a reason to feel like they're better than anyone else because it's so specific lol. Eventually turning that into a tradition because the child(ren) fulfill that very thought as if it was actually true from birth. Someone else mentioned the timeline though as far as the weather effects, which is correct, I should look more into. Though I mean, not every weather effect was the result of some particulars, while I know gloom from Mor Dhona was caused by the silver tear sky battle, I'm sure that's not the only one of course around. If anything, that could depict how young a Xaela would be by how recent that is lol.
I was thinking that too about the hair. Or even just keeping the default whatever was had from the tribe they're from(if they join from another tribe) and just adding in a highlight or something. I'm thinking the tribe would derive somewhere from the eastern area, as the culture did come off of migration, it'd make sense the idea of the wind came from Xaela that were a long ways away from home and sought to the wind for guidance and remembrance of Azim and Nhaama. Thought about body tattoos using imagination too... makes me really wish we had more tops like the talisman one but just as body tattoos q.q
I should rewrite that weather section about the special weathers because I'm starting to think I wrote it more creepily than I meant for it lol. It's not that the weather changes and they're suddenly in the mood XD, it's more like they notice the sky is a particularly interesting/unique form, this would indicate a proper time to make strong offspring, as it'd be a belief of strength to them. The prophecy fulfillment in turn develops how the belief began as true to them that the birth under such and such sky = better kin. So if they see a sky with something interesting going on as a gift from the wind, they'd probably look around to take the opportunity so their son/daughter gets that benefit of whatever they depict it has lol. I'd prolly go into deeper concepts about each special weather and what they could potentially mean too, like certain ones would depict strength of mind, others of physical form, etc.
Ty <3, idk why but coral was on the mind... I wanted to avoid becoming a clone of a particularly interesting Xaela Oronir everyone seems to desire >o> and I had a lot of help from a friend honestly. He originally would've had white highlights, black limbal rings, white eyes, and possibly the 1st face lol. She convinced me he'd look more tribal-esque with darker skin tone (if not blue, at the very least something to show bathed in sunlight) and etc. Now he reminds me of a volcano xD.
