I'm picking up what you're putting down but it feels very hair splitty to me. I get that race locks aren't something you're necessarily in favor for RP-wise but from what's available in the lore I've drawn the conclusion that those not of Hyuran or Elezen decent would be unheard of in the upper echelon of Ishgardian society. Xenophobia is pretty much synonymous with racism to me as well but that's arguing semantics.
This is one of those stupid world building details people squabble over that Square probably isn't going to go back and detail on, especially with Ishgard moving in the more progressive direction it's going.
Something I see becoming a thing is people being able to pledge to Ishgard as a city state perhaps at the end of the expansion when they release the Ishgardian housing wards. Hopefully, that would open a door to the Temple Knights and the Order of the Dragoon by extension. That's just my speculation, though.
