Most people just use brackets for OOC, unless you're already in an OOC setting. Such as a party deemed OOC, or an OOC linkshell, etc. It's all situational. As far as emotes go, it's /emote in FFXIV for custom emotes. So, "/emote slaps blah." would come out as "Endemerrin Rosethorne slaps blah."
You can also take existing emotes, like /wave, and /goodbye, and type motion after them to do just the motion. For example, I find the goodbye emote for Hyur to be a better greeting than their actual wave, so by simply typing in "/goodbye motion", you can get the actual motion without the text saying you're waving goodbye.
Best way to start off roleplaying in XIV? Diving right in. We have an OOC linkshell with a hundred or so active members that you would be more than welcome to join. It's used for all manner of OOC discussion, whether it be related to RP or not. A lot of people use it to organize roleplay and events, as well as get help from their fellow roleplayers in all aspects of the game.
There's also a forum dedicated to linkshells here, as well as a listing which you find can at the top RPC menu. Feel free to just poke around and see what might interest you!
