I actually managed to sneak a whole new character onto Balmung in the form of Chachan, and I've often found myself kinda rushing through my "main"'s daily routines so I can get over to Chachan faster.
I definitely have more fun there, after getting over that initial nervousness and finding folks to RP with. You get all the same stuff you would on Zalera (since it's not super end-game pushing like Excalibur and such), but you also get to find people talking and emoting around the major cities and sometimes even out at the lesser towns.
It definitely makes the game seem more organic and alive. And it's certainly fun to send my dorky little Lala out to see what his friends are doing.
Whether it's worth the price of transfer? Well, I'm tempted to do it with my main come the expansion, so I'd personally say yes. Alternately, I would also recommend - if possible (especially considering the population issues right now) - to try sneaking a low level alt onto the server first. Hang out at the Quicksand, feel around, see if it's something you might be interested in.
That way, if it doesn't tickle your fancy like you wanted, you'll have saved a few bucks.
