You can buy new weapons and such for crafting. There's an armor vendor in Gridania opposite the Leatherworkers' Guild, but he only sells shoes. It appears they're trying to still encourage players to craft and such.
I'm trying to compile a list of vendors for equipment/materials and their locations here.
